IMPACTOS SOBRE INFRAÇÕES, REINCIDÊNCIAS E RECUSAS AO ETILÔMETRO

Resumo

Este estudo analisou o impacto dos aumentos nos valores de multas por direção de veículos sob influência de álcool no número de infrações e reincidências, além de determinantes da recusa ao teste do bafômetro. Foram examinadas 43.871 infrações registradas entre 2008 e 2020 no Departamento Estadual de Trânsito do Espírito Santo (Detran-ES). Os resultados foram obtidos por comparação entre médias das variáveis, antes e depois dos aumentos, e por regressão logística. Os achados evidenciaram que os aumentos de multas não reduziram as infrações, porém podem ter reduzido as reincidências. É possível admitir que a severidade da multa, isoladamente, pode não dissuadir as infrações, mas multas mais altas para reincidentes podem ser efetivas. Abordagens durante a madrugada e características como menor escolaridade e idade podem aumentar a recusa ao teste de embriaguez.
