Abstract

The consciousness about the necessity to maintain public financial equilibrium and to supply high quality public services turns the efficient management of public resources into a fundamental research topic. In this context, this study aims to analyze the technical efficiency of Brazilian states in the allocation of resources to health and education services and the relationship between this efficiency and corruption. We use the DEA technique to calculate efficiency. Furthermore, two separate databases on corruption are considered, one at macro-regional and one at State level. Our main findings show that inefficiency is high in several states, particularly in the North and Northeast regions, and that corruption is negatively correlated with efficiency in the Brazilian States.
