Abstract

In the 1990s, seven Latin American countries implemented fundamental reforms of their pension systems by replacing, in whole or in part, a public, pay-as-you-go social security system with individual funded systems administered by the private sector. The reforms following the Chilean reform of 1981 reflect a paradigm shift in the region's social policy, actively supported by international organizations such as the World Bank. This paper presents a brief introduction to the theoretical debate on structural reforms in the social security system and emphasizes, in particular, the financial issue of the transition. Finally, preliminary conclusions are reached on pension reforms in Latin America based on economic and social criteria.
