Abstract

The objective of this article is to analyze if the regulation of the basic sanitation sector is being
effective to ensure that the tariff structures of the state sanitation companies generate resources for investments in the sector. A brief characterization of sanitation in Brazil is presented, showing the evolution in access to these services, the investments made and the main actions to regulate the sector. It presents the tariff structures of the state sanitation companies, as well as the economic and financial situation of these companies. The research concludes that the lack of investments
is related, in part, to the lack of effective regulation that has allowed tariff practices that leave the main sanitation companies in a deficit situation or, when surplus, with low capacity to make investments. One of the proposals presented is the establishment of a regulatory entity at the national level, to strengthen the regulation of this sector.
