Abstract

This research is characterized as an approach to the process of formulation and implementation of public policy of inclusion of people with disabilities in the labor market. It discusses how
this issue was recognized as a problem and entered the government agenda. Considering the legislator's decision to edit the Quota Law in 1991, it indicates relevant legislation for hiring people with disabilities, claims given by companies for non-compliance as well as the progress the National Conferences on the Rights of People with Disabilities brought to overturn such claims. Finally, it presents the view of social organizations that fight for the rights of people with disabilities, the view of the government and the target audience of this policy.
