Abstract

The environmental crisis leaves evident the demand for public policies that encourage a new development model and consider the importance of the ecosystems and the services their offer. The use of environmental criteria for distribute the resources of tax resources on Goods and Services (ICMS Ecológico) outbreaks as a tool of the Brazilian states government to encourage change in municipal administrations. This work analyzes the distribution the “ICMS Ecológico”
in the Brazilian states. The methodology used was documentary analysis and descriptive statistics in the current legislation until June 2015. Were identified 16 Brazilian states using the environmental criteria for the distribution of resources for the municipalities. An analysis of distribution identified the element more used was based in Nature Conservation areas. The specific analysis of indicators which use as conservation units revealed the beginning of the use of qualitative elements.
