Abstract

The article aims to investigate the conditions for the implementation of the modernization process of an economy through the innovation of public services, having as a relevant tool the electronic government, comparing empirically the progress of countries with differentiated levels
of development. First, the possibilities and the dynamics of change in these services by the governance of economies are examined through a theoretical approach. In sequence, the inducing agents and facilitators of this form of innovation, which determine the results of the changes in these services, are investigated. The text then focuses on the characteristics and impacts of innovation through e-government and investigates the existing key and expanded indicators for the evaluation of the e-governance paradigm. Based on this theoretical basis, the indexes prepared by the UN and the World Bank, which measure the progress of this form of innovation are used, to allow the comparison among Brazil and selected countries of different economic development
levels, as well as among Latin American countries. The final section investigates the conditions of
implementation of e-government in Brazil.
