Abstract

The National Congress is in the process of approving the legalization of gambling in Brazil through Project Senate Act no 186/2014. This act is quite controversial and requires a wide discussion, as it admits the legalization of casinos. An analysis of the sector is something quite different from the other sectors of the economy and, due to its current illegality, little is known about the subject in Brazil. This paper discusses PLS-186 based on economic theory. We have built an expository mathematical framework to address how the legalization of casinos may affect regional development. We also present empirical evidence from studies conducted for other countries. PLS 186/2014 prescribes that state agencies are strategical as they may suggest the locality of casinos to be implemented. This article suggests some guidelines, to be observed by these agencies, as well as it minimally gathers literature pertinent to the subject.
