Abstract

The aim of this paper is to test the efficacy of public policies in promoting school quality in the municipals in the Northeast of Brazil. We estimate a multilevel model in order to test student proficiency in the mathematics exam Prova Brasil 2005 is influenced by variables which are linked to the individual, school and local characteristics. The results show that the school lunch and a TV channel which address teacher formation and both of which have a significant impact on increasing student proficiency. However, other school programs do not show any efficacy. At the municipal level, there is a negative relationship between inequality and proficiency, however, democracy, growth and public investments in education show a positive and significant impact on quality of education.
