HAS PRIVATIZATION IN THE SANITATION SECTOR IMPROVED SERVICE PERFORMANCE?

Abstract

This text compares the performance of sanitation services (water and sewage) in the Brazil, provided by public institutions and private concessionaires. Four were built
indicators from a set of variables selected from the National Information System on Sanitation (SNIS), and the results show that private companies present, in average, higher productivity of labor and capital, both in water services and in sewage. They also present better service indicators in the supply services of water. However, these concessionaires do not present a better financial performance,
as well as they do not have a level of service of sewage services significantly
better than those provided by all public institutions. These results can
subsidize the prescription of public policies in order to show that privatization itself does not guarantee the improvement of sanitation services in all its aspects.
